Summary of SOW: The Air Force Life Cycle Management Center, Architecture & Integration Directorate’s (AFLCMC/XA) mission is to work with the requirements community and S&T/Industry to analyze gaps, requirements, missions, threats, and technologies and to develop systems or solutions to address warfighter needs while launching high confidence programs. AFLCMC/XA activities include Modeling, Simulation & Analysis (MS&A), Capability Development/Development Planning (CD-DP), Cost Analysis/Trades, Technical Risk Reduction/Test Engineering, Standards and Architecture Development and Curation, Software Development and Curation, and Advanced Synthetic/Virtual Simulator Environments Development for Operational Test and Training. CIYIS is a prime awardee in Category 2 – Systems Development.
Task Order Types: Fixed price, time and materials, labor-hour or a hybrid blend. Task Order Performance can go 5 years beyond Contract ordering end date.
Directed Awards: Directed awards allowed for orders up to the 8(a) Competitive Threshold.
NAICS: STARS III was awarded under NAICS: 541512, Computer Systems Design Services. Requirements that align with other IT services NAICS codes are within the scope of the STARS III GWAC. These NAICS codes include, but are not limited to 541511, 541513, 541519, 518210.
Ancillary Support: STARS III also allows agencies to procure “Ancillary Support”. Ancillary services and/or equipment are permitted when integral and necessary to the IT services-based solution. Examples of Ancillary Services include but is not limited to project planning/management, clerical support, training, construction, alteration and repair, telecommunications/wireless transport etc. Examples of Ancillary Equipment include but is not limited to hardware, software, software licenses, racks, mounts, etc.
