GSA 8(a) STARS III Overview

The Best-in-Class 8(a) STARS III GWAC is a small business set-aside contract that provides flexible access to customized IT solutions from a large, diverse pool of 8(a) proven industry partners such as CIYIS. The 8(a) STARS III GWAC:

Supports both outside of the continental United States (OCONUS) and CONUS requirements,

Expands capabilities for emerging technologies,

Sole-source task orders up to the 8(a) competitive threshold ($4.5 million for services),

Features limited protestability up to $10M and,

Offers expert guidance from the GSA team, including free scope review services and market research.

    GSA 8(a) STARS III Specifics:

    • GSA Stars III Website: www.gsa.gov/s3
    • Contract Type: Governmentwide Acquisition Contract
    • Ceiling: $50 billion
    • Ordering Period: Five year base with one three year option, started July 2, 2021
    • Task Order Types: Fixed price, time and materials, labor-hour or a hybrid blend. Task Order Performance can go 5 years beyond Contract ordering end date.
    • Directed Awards: Directed awards allowed for orders up to the 8(a) Competitive Threshold.
    • NAICS: STARS III was awarded under NAICS: 541512, Computer Systems Design Services. Requirements that align with other IT services NAICS codes are within the scope of the STARS III GWAC. These NAICS codes include, but are not limited to 541511, 541513, 541519, 518210.
    • Ancillary Support: STARS III also allows agencies to procure “Ancillary Support”. Ancillary services and/or equipment are permitted when integral and necessary to the IT services-based solution. Examples of Ancillary Services include but is not limited to project planning/management, clerical support, training, construction, alteration and repair, telecommunications/wireless transport etc. Examples of Ancillary Equipment include but is not limited to hardware, software, software licenses, racks, mounts, etc.
    • Sub-Areas: CIYIS was awarded in one Sub-Area for Emerging Technologies.  Some examples of Emerging Technologies include –                                                                  (1) Artificial Intelligence (including Machine Learning, Deep Learning/Neural Networks, Natural Language Generation)
      (2) Autonomic Computing
      (3) Blockchain / Distributed Ledger
      (4) Quantum Computing
      (5) Robotic Process Automation
      (6) Technological Convergence
      (7) Virtual Reality (including Augmented Reality, Extended Reality, Mixed Reality)
    • Contract Access Fee: 0.75%, the same as GSA Schedules.
