This June 29th memo entitled “Strategies for Meeting and Exceeding the Small Disadvantaged Business Goal for Fiscal Year 2022”, encourages acquisition professionals and government buyers to take advantage of the 8(a) STARS III GWAC to obtain IT services from firms like CIYIS and the small business federal government contractor community. Last year, the President made a commitment to increase the share of contract dollars awarded to small disadvantaged businesses (SDBs) to 15 percent by 2025.
This memo gives general considerations and strategies that agencies can utilize to meet their 11 percent SDB goal by utilizing existing government contract vehicles such as the 8(a) STARS III GWAC and sole source authority provided under the SBA 8(a) program. It also gives strategies on how to drive concerted and collaborative efforts across acquisition and small business offices in concert with category management leads, industry liaisons, and acquisition innovation advocates as well as program and management offices to generate positive outcomes for government contractors and the federal agencies they support. The memo goes further to remind agency leadership to remind their workforce of the importance of collaboration during acquisition planning and take full advantage of the management tools and acquisition strategies and resources that are available to meet SDB and other socioeconomic goals.
